  17. <p>     In the gulf war, Iran appears to be taking sides--both of
  18. them. Intelligence sources say Iran allowed a group of
  19. anti-Saddam activists to meet in Tehran last week to form plans
  20. for a post-war Iraqi government. That would be in keeping with
  21. Iran's abiding hostility toward Iraq following their eight-year
  22. war. But the Tehran government has also allowed Iraqi combat
  23. planes and transport aircraft to flee to Iranian soil. The
  24. Iranians might keep the planes until the conflict ends, but
  25. intelligence officials speculate that Tehran also might try to
  26. extract payment in return for letting the aircraft fly out.
